CCUD ELECTION MAY 4th *NEW VOTING LOCATION*

Cypress Creek Utility District (CCUD) election for two Board of Director positions will be held Saturday, May 4th, 2024. The county has notified the CCUD Board of Directors that all water districts must hold their own election independent of other county elections.  We encourage all our customers to vote for your Board representatives!  Here are the details:

LOCATION:  Mills Walk Clubhouse at 10643 Mills Walk Drive, Houston, TX  77070.

TIMES:  Early voting: April 22-26 and April 29-30, 10:00a-7:00p.  Election Day: Saturday, May 4th, 7:00a-7:00p

BIOS SUBMITTED BY CANDIDATES  (presented in the order that candidates appears on the ballot):

Rick Harman – Incumbent

Rick Harman has served on the CCUD board as Director from 2020 to 2024, and as Secretary and liaison to the Lakewood Forest Plant Advisory Committee from 2022 to present. He has been instrumental in improving the relationship between the Board and its consultants and creating a more open board to the CCUD residents. His focus has been in preparing the district for the future.

Rick has a B.A. in History from the University of Missouri St. Louis, and a Master of Education with a focus in Advanced Literacy from Concordia University.  He has been a high school teacher for  24 years and currently is a team lead for Geography. Rick served in the U.S. Navy for ten years and had the privilege of serving on the USS Lexington before it was decommissioned.

Rick has been a resident of Norchester since 2016. He is committed to continuing to lead the district in improving the district’s infrastructure for the future of its residents while at the same time working hard to spend every penny wisely.

Theresa (Terry) Dildy – Incumbent

It has been an honor and privilege to serve as a CCUD Board Director for the past 7 years, 5 years as secretary and currently as Vice President.  My tenure on the board also includes responsibility for district communications (website, newsletters, emails & texts) and being a representative at several Association of Water Board Directors state and local conferences.

Education and Work Experience:  BS from Purdue University and an MS from Emory University in Nutrition Sciences. After working several years in nutrition research, I completed a 23 year career in the Texas Medical Center as Director of Patient Food Service at CHI St. Luke’s Hospital with responsibilities for budget and over 200 employees.

I have called Norchester home with my husband and family since 1997.  With a longstanding passion for clean water, being on the CCUD board is a natural way for me to serve this wonderful community.  If re-elected, my focus will continue to be:  1) superior water quality, 2) preparing our infrastructure to meet future demands and 3) ongoing financial stability and judicious use of our tax dollars.

Robert Jackson – Candidate

Experience:  Former Board member of Cypress Creek Utility District for approximately 13 years, Councilman to Lake Forest Plant Advisory Council (sewage plant) 2020-2022.  Chief Investment Officer 2020-2022.  District Representative to Association of Water Board Directors’ state conferences for continuing education.

Education and Qualifications:  University of Houston College of Pharmacy, Stephen F. Austin University College of Business:  B.S. Economics & Management.  Norchester resident since 1984.  Served on Board of Directors of Norchester Homeowner’s Association for over 10 years (mid 1990’s to early 2000’s) with Garbage, Street Light & Animal Control responsibilities.

Professional Work Experience:   Former partner/operator of several furniture stores in the Houston, Beaumont, Pt. Arthur and Austin areas.  Financial Consultant (retired) of Merrill Lynch & AG Edwards.  Partner in homebuilding company (retired).  Developer of townhouse communities (worked w/ various MUD’s in the creation of the communities)

I am retired but have continued my involvement with the Cypress Creek Utility District. My goals for the district are low taxes, good water and prudent financial management.

Julian Garcia – Candidate

Julian Garcia, a proud native Texan, spent his formative years along the US-Mexico border, where he developed a strong work ethic and a deep appreciation for traditional conservative values. After graduating from The University of Texas at San Antonio, Julian began his engineering career as Engineer in Training, eventually earning his Professional Engineering license in 2017.

With a passion for public infrastructure, Julian has dedicated his career to serving communities across Texas, including TxDOT, City of San Antonio, Bexar County among others. His expertise lies in urban and rural roadway improvements, drainage enhancements, and utility coordination.

Since 2022, Julian and his family have called Norchester home, finding comfort in its welcoming community and charming surroundings. Beyond his professional endeavors, Julian finds joy in outdoor pursuits such as hiking, restoring muscle cars and cherishes moments with his loved ones.
