CCUD Water & Sewer Status Update

We at Cypress Creek Utility District hope that all our residents are hunkered down and doing OK during this extreme cold weather. We want to let everyone know that at present, CCUD’s water and sewer facilities are fully operational. The districts water and sewer facilities have back up diesel generators that provide emergency power in case power goes out. We expect to be able to operate normally even if commercial power goes down.

We are aware of some districts in Texas posting boil water notices, including Tomball. Currently, all CCUD systems are running properly so that is not necessary for us at this time.

The CCUD Board members are committed to your water and sewage safety. We will keep you informed via website posts and emails (if you registered your email with the district). Further updates will be posted on CyCreekUD.com as needed.

2020 Tax Rates

Information on 2020 tax rates set by taxing authorities in our area has recently been compiled. The map and table below shows the various taxing authorities and their 2020 tax rates. The board is pleased that Cypress Creek Utility District tax rate is among the lowest in this area of the county. Our goal is to keep this rate as low as possible consistent with reliable delivery of high quality service.

Notice of Water Line Replacement and Boil Water Notice

As part of the Cypress Creek Utility District replacement of water lines, water service to homes on Archmont Drive, Brentway Drive, Creektree Drive, and Dunbrook Drive will be shut off for cutover to the new lines in about 2 weeks. Shutoffs will occur street-by-street at different times for different streets. This is to allow switching water flow to the new main lines and reconnections of service lines to homes to the new main lines. The water service cutover and reconnections are expected to take 4 to 6 hours, and are planned to take place in mid-February.

After the new water lines are in place and homes reconnected, it is necessary to flush out the new lines and perform bacteriological testing to verify that the water is safe to drink. This procedure is mandated by the Texas Commission on Environmental Quality (TCEQ). As part of the required procedure, each home, *** ONLY the homes directly affected, not the whole subdivision *** will receive a boil water notice on their front door. This notice is required by TCEQ until we receive satisfactory test results from water samples taken after flushing the lines. The boil water Notice calls for customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc.) It will take 24-48 hours for us to receive the test results. Once satisfactory test results have been received, another notice will be placed on front doors confirming that the boil-water notice is rescinded.

Waterline Replacement – Project Update

The new water line along Balcrest (between Dunbrook and Archmont) is being completed. The next steps, at this area, is to pressure test the lines, chlorinate it, and transfer water service connections from the old water line to the new one. This is expected to occur in the next week or two.

In addition, next week, the Contractor is scheduled to start installing the water line along Jones Road (staring at Norchester Village Drive then continuing north to Cypresswood Dr.). The new water line will be installed along the center of Jones Road along the esplanades and will connect to the existing waterline on the side streets. The water line will be placed under the pavement using bore pits as shown on the photo below. The bore pits will be placed at the nose (ends) of the esplanades.

We’re working with the contractor to ensure they make efforts to avoid disturbing the trees or cutting them down. Also, there is landscaping at the ends of the esplanades as well as sprinklers along the esplanades. Some of the bushes and landscaping will need to be temporarily removed to accommodate the bore pits.

  • 1-Year Warrantee: The Contractor is required to restore all disturbed areas to the same or better condition (landscaping, sprinklers, sodding, driveways, etc.). After the project is completely finished, the project will go into a 1-year warrantee during which time the contractor will warrantee the new water lines and repair work.
  • Traffic and Parking: Regarding work on Jones Road, the Contractor mentioned they will need to shut down one lane of traffic during work hours. He said they intend on starting at 7am and ending at 4 or 5PM before traffic starts picking up. We have instructed the Contractor not to park in front of mailboxes.
  • Notifications: Last Saturday (January 16th), the Contractor placed door hangers at the residents located within two houses of Jones Road (From Norchester Village Drive to Cypresswood Dr.) and notified them of the upcoming work. Also, the Contractor is supposed to notify the CCUD Operator 48-hours before service is scheduled to be interrupted. In general, when these interruptions in water service occur, they are expected to be for several hours. This will happen occasionally throughout the project.

Sanitary Sewer Cleaning and Televising – Project Update

We are about 4-6 weeks away from starting the sanitary sewer cleaning and televising work within Norchester Sections 1 and 2 (generally the area in the District from Archmont Dr. to Cypresswood Dr.).

The sanitary sewers are typically located in the back yards. The attached sample door hanger, provided by the Contractor (AIMS), will be used to notify the residents of the work as well as their responsibilities and what they can expect.

Gas Leak Alert – Notice to Residents as of 12:40 p.m. on 1/20/2021

Be aware that a gas line break has occurred on Balcrest Drive between Archmont and Brentway, near a construction area. The fire department and Centerpoint Gas are on the scene and repairs are being made. Gas smell is present in the vicinity and the fire department has closed off the area.

Balcrest is closed at this time and residents are requested to avoid the area. It is unknown at this time how long repairs will take.

Water Line Replacement Work

Cypress Creek UD contractors are now working on replacing aging water lines in the district. Existing lines are original to the construction of the subdivision, and are near 50 years old and in need of replacement. The current phase of the project is main water lines in Section 1 of Norchester. Below is a list of areas being worked and estimated timelines from our district engineering.

Waterline replacement installation is scheduled to occur at the following locations as noted below:

  • Creektree Dr. (east of Balcrest Dr.) – late December and early January 2021
  • Dunbrook (east of Balcrest Dr.) – late December and early January 2021
  • Balcrest Drive (from Archmont Dr. to Dunbrook Dr.) – January 2021
  • Jones Road (from Norchester Village Drive to Cypresswood Drive) – February late January to April 2021
  • Balcrest Drive (from Cypresswood Drive to Jaycreek Drive) – April to June 2021.

The construction approach is to first install the water mains. The Contractor will typically install only what they can complete for a given day. So, if excavation starts in the morning, they will continue until the work is complete and the hole(s) are backfilled. At some time later in the project, the Contractor will come back and install valves and fire hydrants. They will also perform pressure tests and chlorination of the water lines. Once that is complete, they will connect the residential service lines to the new water line and finally connect to the existing water system for the new lines to be active.

The Contractor is expected to clean the site at the end of each day and the end of each week. The Contractor is required to restore any damage made to property (driveways, sprinklers, grass, landscaping, etc.) or public infrastructure. Any repairs are required to be made to the same or better condition prior to construction. The complete restoration will occur sometime toward the end of the project. For example, the sod will be placed at excavated areas at the end of the project.

As in all construction work, there will be areas where we will have excavation, moving equipment, and traffic congestion. Residents should be advised to exercise appropriate caution when traveling in or through these areas. We ask that residents explain these conditions to all members of their household or business and caution small children to avoid these areas. In the event residents need special assistance or attention during this period, please advise the Contractor so they can make necessary provisions. We understand this is an inconvenience to the residents, but hopefully it will be minimal. This project will enhance the quality and performance of your water. We appreciate your patience.

Replacing Aging Water Lines in Norchester

Cypress Creek Utility District is beginning phased projects to replace aging water lines in Norchester. The contractor has started work on Creektree and Dunbrook streets. Homeowners are being notified by door hangers when work is beginning, and we plan to provide updates on areas to be worked on as the work progresses through multiple phases.

Our contractor was able to start early on Creektree/Dunbrook due to the required pipe becoming available earlier than expected. We expect to get more notice on future segments.

This work involves completely replacing the old water piping (around 50 years old) in stages. First will be installing new piping in ground alongside the old pipe. That is beginning now. This stage will NOT require turning off water. Once the main pipe is in place, the contractor will go back through and connect the new main lines to service lines running to houses. This WILL require turning off water to allow reconnecting the service lines. Homeowners will be notified when this work will be done.

When these projects are completed, we expect to have a more reliable water delivery system that is easier to maintain and less intrusive to work on.
