The next election for Cypress Creek Utility District will be held on November 3, 2020.

Director candidacy filing requirements and deadlines are as follows:

To run for election to the District’s Board of Directors, a person must file an application for a place on the ballot. The application must be filed with the Secretary of the District’s Board of Directors or his designated agent by mail, fax or in person. An application may be downloaded/printed from the website of the Texas Secretary of State at

  • First day to file for place on November 3, 2020 general election ballot is January 15, 2020.
  • Last day to file for place on November 3, 2020 general election ballot is by 5:00 p.m. on February 14, 2020.
  • A person may run for election to the District’s Board of Directors as a write-in candidate and to do so must file a declaration of write-in candidacy. The declaration must be filed with the Secretary of the District’s Board of Directors or his/her designated agent by mail, fax or in person. A declaration form may be downloaded/printed from the website of the Texas Secretary of State at
  • Deadline to file write in candidacy declaration for November 3, 2020 general election is by 5:00 p.m. on February 18, 2020.

Harris County Proposal for Joint Participation in Area-Wide Drainage Project

At its meeting on April 9, 2020, the Board of Directors of Cypress Creek Utility District voted to decline a proposal from the Harris County engineering department for joint participation in an area-wide drainage project.

While each board member had her or his reasons for voting against the proposal, the primary, general consensus was that the plan proposed simply would not have provided sufficient flood control/abatement measures to all the area within the district’s boundaries. Among other things, the plan did not address nor provide any relief from flooding in areas east of Balcrest drive. The district’s share of the project was approximately $6,000,000 and would have required a tax rate increase. The Board concluded that the benefits did not justify the cost.

Water Usage

Please be aware of your increase in usage will cause your water bill to increase.

Recently, the average residential usage in the District has increased approximately 3,000 gallons per month.

Please use water wisely.

Lead & Copper Sampling

Between June and September, Cypress Creek Utility District will be collecting samples for Lead & Copper. These samples are to help us maintain the water quality in the District. We thoroughly appreciate the customers who cooperate with us by collecting these samples from their homes.

Notice of Pumpage and Surface Water Rate Postponement

We have some good news for Cypress Creek UD customers. The previously announced water pumpage fee increase by the North Harris County Regional Water Authority has been postponed until July 1, 2020 ( see below notice from NHCRWA ). This means that water bills will not go up, as they have for the past few years, until sometime after that date.

Cypress Creek UD continues to provide services during the pandemic. Water and sewer services are fully operational.

At a special teleconference meeting of the Authority held on Monday, April 20th, the Board of Directors (the “Board”) of the Authority approved the postponement of the pumpage fee and surface water rate increases from April 1, 2020 to July 1, 2020. The Board also approved suspension of late payment penalties for a four (4) month period ending July 31, 2020, subject to submission of a written letter of request from a district to the Authority.

A Statement from Texas Pride Disposal Regarding COVID-19

First and foremost, to all of our customers, employees, family, friends, and neighbors, we pray for a safe and healthy few weeks for everyone.

As we continue to navigate these unique times, please rest assured that we are doing everything we can to ensure that you garbage and recycle continues to be collected as scheduled. As our mission states, we are committed to providing the safest working environment for our employees as well as our customers. Here is what we are doing in response to COVID-19:

Our Service

While our employees typically receive gloves on a regular schedule, we are providing additional gloves and facemasks upon request. In addition, we are limiting the number of employees allowed in the operations area of our office at any one time.

Regarding our actual services, our employees are operating in one of the best environments, outside and in the direct sunlight. At this time, we do not foresee any interruptions in our services, however, increased volumes may cause some service delays.

Our Customer Service

We have provided our office staff the option of working from our office or working from home. Our phone system is capable of being plugged into any computer and working remotely, minimizing interruptions in our customer service.

While our staff is primarily still working, please note that several of our team members are also now working from home with their children. Coupled with higher call volume than usual, there may be some delays on our phone system. We encourage residents with inquiries to email us at or try our new chat option available on our website,

Our Customers

While we are trying to make our services as seamless as possible for you, we are asking that our customers bag ALL waste in plastic bags so our employees can avoid direct contact with your garbage. While this may seem like an unassuming request and the likelihood of catching this virus from your garbage minimal, the mental health of our employees is just as important as their physical health.

Additionally, while recycling should always be placed loose in your recycle container, if residents are showing any signs of illness, please simply bag your recyclables they have come in contact with and dispose of them with your garbage.

NHCRWA – Rate Increase

Effective April 1st the North Harris County Regional Water Authority (NHCRWA) will be raising the rates that it charges the Cypress Creek Utility District (the District). Accordingly, the District is passing through this rate increase.

Therefore the NHCRWA charge on your water bill will increase from $4.24 to $4.68 per 1,000 gallons of water consumed on your water bill.

Currently the average monthly residential NHCRWA charge on your bill is about $26.97. The new rate will be about $29.77, a $2.80 increase.
